These have always been the mark of a Jubillee in the past. Check out here for an idea on what has been meant by the Jubilee, across history, running as a thread through the religions of all great civilisations.

Historians tell us the Roman empire fell in 400 AD or 1600 AD. It seems to me that it is alive and thriving today as a kind of "Holy" Roman Empire. The priests today property speculators and recipients of other state granted monopoly privileges, sit in the highest seat in the Vatican, the great Houses of democracy, academies of learning, on the benches of national law and inside the corporations of press freedom.
This is all observed, in fact, when you consider our fundamental social organisation... private property in the land and the utter dependency of the workers and producers on those who collect the community created increase in value of that land.
